This 2015 Toyota 4Runner was equipped with the relatively newer style of low profile mini blade fuses which can be purchased at Amazon.
A white plastic fuse puller tool should be included on the engine bay electrical block.

White Plastic Fuse Puller Tool
The engine bay fuse box is located right behind the 12V car battery and in front of the brake fluid reservoir.
Gently push in the plastic tab on the rear edge of the fuse box cover before pulling it straight off.
Turn over the fuse box cover to view the fuse location diagram. There is also another fuse location diagram in the owner's manual.
Remove the white plastic fuse puller tool from its socket located near the front middle of the engine bay fuse block.

Look under the dashboard and locate the white plastic rectangular shaped fuse panel cover.

There is a fuse location diagram on the outside of the cover. Another location diagram is in your owner's manual.
Place Jaws Over Old Fuse

Hold Up To Light Bulb
Place the jaws over the old fuse that you'd like to check or change.
Pull the old fuse straight out of the socket.
Check the condition of the old fuse by holding it up to a light bulb.
If the thin metal band inside the middle of the old fuse appears to be intact, the old fuse is most likely still good.
But since new fuses are so inexpensive, it should still be replaced as part of your electrical problem troubleshooting process.
If the thin metal strip in the translucent plastic center of the old fuse appears to be burnt or broken, the old fuse is faulty or "blown" and should be replaced with a new fuse.

The older 4Runner model might be equipped with the slightly taller standard mini blade fuses.
If you suspect that a relay is faulty, the easiest way to troubleshoot the problem is to simply replace the relay. You could also test the old relay with a multimeter tool.
If necessary, you can use mini blade fuses instead of the low profile fuses. The standard mini blade fuses will just stick out of the socket a bit.
Replace the white plastic fuse puller tool in to its socket at the front edge of the engine bay fuse panel.

Electrical Fuse Replaced
Lower the engine bay fuse cover back in to place and push on it to secure the retaining clip.
Test the electrical component that you were having problems with such as the radio, power windows, interior lights, headlights, tail lights, horn, A/C system, wiper blades, etc.
If you are still having the same problem, there might be a shorted wire somewhere or the component itself needs to be replaced.
Be sure to record the fuse or relay change in your vehicle's service records.
